2.12 Liquidate License

When the users choose to liquidate, users have to pay for the liquidation fee (which is set by admin) which will be charged from the locked tokens and small fee to proceed for liquidation process

When a license is liquidated. it will burn the current license and unlock the locked LP tokens (to be sent back to user’s wallet) while removing all account previous history or activities (users cannot claim back)
